Courts and justice case management

Ranked 13 of 35 at 60.5 out of 100.

Case management, e-filing and workflow platforms for courts and justice agencies.

What the evidence says

The checked evidence corroborates bounded court-system pain. A 2011 audit documents planning and adoption failures on California’s statewide project. A 2026 article describes continuing security risk in the 30-year-old federal CM/ECF. Judges framed accelerated replacement as the response.

Providers

The card checked three incumbents: Tyler, Journal Technologies and equivant. Tyler’s release announces a 22nd statewide implementation at Kentucky’s signing. Journal’s filing reports products licensed in about 37 states. Equivant reports 350-plus agency customers over four decades. Denominators mix ordinals, states and portfolio installs. No ranking is supported.

Learned Hand is the recorded challenger. Its adoption evidence is acquirer-authored, naming Los Angeles County. Its AI-native label rests on that material.

The pain

California’s largest courts threatened non-adoption of CCMS. Interim-system courts reported performance issues and defect-process problems.

Federal CM/ECF exposes over a billion public court records. Judges described acute and persistent risk from cyber-criminal pressure.

Sources:

Events

California’s audit was published in February 2011. It does not evidence the later 2012 cancellation, which sits outside the source.

The federal CM/ECF article ran in March 2026. It announces accelerated ongoing work, not a completed replacement.

Sources:

Limits

The California audit predates the project’s cancellation. The survey evidence is mixed: 18 of 51 courts said systems met all needs. The pain documented is governance failure, not universal system failure.
