Licensing, permits and case management

Ranked 12 of 35 at 60.5 out of 100.

Permitting, licensing and regulatory-management platforms for government agencies.

What the evidence says

The checked evidence corroborates bounded delivery pain. A California audit documents BreEZe’s inadequate requirements and 11-month testing phase. Estimated costs grew from $28 million to $96 million for half the planned scope. Post-transition evidence is mixed, not uniformly negative.

Providers

The card checked three incumbents: Accela, Infor Pathway and Tyler’s EnerGov. Accela states a 900-plus government-agency base across all products. Infor reports 70-plus ANZ councils across all Pathway functions. Tyler’s 2014 release reported over 60 EnerGov selections in under two years. The figures mix vendor-wide, regional and product scopes. No ranking is supported.

GovWell is the recorded challenger. Its May 2026 release reports over 130 municipalities and counties across 34 states. It claims 80% of sales replace legacy vendors. The figures are company-reported.

The pain

BreEZe’s inadequate requirements drove years of delay. User acceptance testing ran 11 months with almost 1,700 unresolved defects.

Post-transition evidence is mixed. Most transitioned entities reported decreased operational efficiency. One board’s inefficiency claim could not be substantiated.

Events

The BreEZe audit was published in early 2015. It covers a delivery failure, not a current-state claim.

Limits

The audit documents one flagship project, not category-wide failure. Mixed post-transition results are preserved. GovWell’s adoption and AI-native label are company-reported.
