Payroll and HR administration

Ranked 11 of 35 at 60.5 out of 100.

Payroll and HR administration systems bought by employers.

What the evidence says

The checked evidence corroborates bounded payroll pain. California’s legislative analyst documents a failed statewide replacement. The 2012 pilot produced persistent pay, deduction and benefit errors. The vendor contract was terminated in 2013 after litigation.

Providers

The card checked three incumbents: ADP, SAP and Oracle. ADP reports a company-wide client base above 1.1 million. SAP reports 6,000 cumulative SuccessFactors selections. Oracle documents one PeopleSoft deployment covering a million Army soldiers. The units are incompatible. No ranking is supported.

Warp is the recorded challenger. Its post reports over $1.7 billion of payroll processed. The AI-native label is a vendor-authored assertion.

The pain

The state controller saw ongoing maintenance challenges in the legacy estate. It called the system technically challenging and labor-intensive to update.

The replacement’s first pay run produced substantial errors. A 2014 reconciliation covered 267 underpaid and 541 overpaid staff.

Events

California’s TFC payroll pilot went live in June 2012. Errors persisted across seven further monthly cycles. The project ended in a 2016 settlement with the integrator denying fault.

Limits

The buyer now judges the existing mainframe stable for the foreseeable future. The integrator denied responsibility; the settlement establishes no fault. This is a contested modernization story, not a clean legacy failure.
