Procurement and accounts payable
Ranked 24 of 35 at 54 out of 100.
Enterprise procurement and accounts-payable systems.
What the evidence says
The checked evidence corroborates bounded pain. Ireland’s comptroller documents a finance and procurement replacement programme. The HSE’s new system produced duplicate payments and manual workarounds. One vendor story adds a manual-tracking anecdote. It is marketing, not oversight.
Providers
The card checked three incumbents: SAP, Oracle and Basware. SAP reports over 440,000 business and public customers across its whole portfolio. Oracle discloses no exact procurement or payables buyer count. Basware reports 6,500-plus customers across its whole platform portfolio. The scopes are incompatible. No ranking is supported.
Levelpath is the recorded challenger. Its hosted GATX story describes an AI procurement platform replacing SharePoint tracking. The AI-native label is vendor-attributed.

The pain
The HSE stabilised ageing, unsupported financial systems from 2016. The July 2023 IFMS rollout then produced operational issues. Duplicate supplier payments and manual tax checks were documented by audit.
GATX’s procurement team ran on static SharePoint tracking. The vendor story reports an AI platform relieved the capacity constraint.

Events
The HSE contracted SAP for IFMS after a 2016-2017 tender. The first phase went live in July 2023 with documented issues. Rollout continued through 2025.
GATX adopted Levelpath in a July 2025 vendor story. The story is challenger-authored, not buyer-authored.

Limits
Audit findings are one organisation’s account, not prevalence. The GATX story is vendor marketing. No incumbent-sourced adverse testimony was retained.
